Rhode Island -- proposal
Delegate Selection Rules 2008
Rule 1: Presidential Candidate Preference will be determined by caucus at the Spring 2008 State Meeting. Delegates will be assigned to candidates on the basis of the percentage of votes received in caucus, following the formula:
(Number of delegates assigned to candidate) = (% of votes received by that candidate) x (total number of delegates available)
rounded to the nearest whole number. [Examples: If 4 delegates are available, and Candidate A receives 15% of the vote, that candidate gets (15% x 4) = 0.6 delegates, rounded up to 1. If Candidate B gets 10% of the vote, that candidate would get 0 delegates (10% x 4 = 0.4, which would be rounded down to 0).] If any delegates remain unassigned, they will be declared as “Uncommitted”.
Rule 1.1: Caucus procedures and time limits will be determined by the Coordinating Committee prior to the announcement and publication of the State Meeting agenda and will be included therein, and enforced by the Co-Chairs during the caucus.
Rule 2: At the National Convention, the state delegation will vote on the basis of the delegate assignment as determined above on the first ballot only. (Individual delegates will note vote separately on the first convention ballot. Only the state presidential preference totals will be reported.)
Rule 3: On all subsequent ballots, if any, the individual delegates will be free to vote as they choose, after consultation with the entire state delegation. In all cases, the results of the state presidential preference results shall be taken into account as much as possible. If the candidate to whom they are pledged officially releases them before Rhode Island’s first ballot votes are called for, they will be declared as Uncommitted. Our delegates' commitments are not transferable; a candidate may release any RI delegates committed to them, but we do not give Candidates any binding power to transfer that commitment to another Candidate.
Rule 4: Delegates will be chosen by secret ballot at the Spring 2008 State Meeting from among all those who volunteer to serve as delegates. Members in good standing shall vote for delegates, with each member getting as many votes as there are delegates available. The top (N) vote-getters will be chosen, with the next (N) vote-getters serving as alternates (where (N) is the number of delegates available).
Rule 5: The State delegation will choose any officers it deems necessary from among the delegates and alternates in attendance at the Convention.
