Procedure to Select Delegates to the 2008 Presidential Nominating Convention
Delegate Selection
Delegates will be chosen at the Spring Statewide Gathering in May 2008 by voting by the membership attending. The number of delegates North Carolina may send will be determined by a formula agreed upon by the National Committee of the Green Party of the United States.
Any North Carolina Green Party member in good standing may be a delegate. Because the diversity of the North Carolina Green Party does not reflect the diversity of the North Carolina population, minorities and members of color are strongly urged to volunteer.
If the number of members willing to be delegates and able to attend the GP-US convention is less than the number allowed to North Carolina, each elected delegate may also carry up to one proxy vote. In this way it is possible to send a fully empowered delegation with only half as many members. If the number of members willing and able to attend exceeds the number allowed, alternates may be selected up to the number of the full delegation.
Proportional Representation
All North Carolina Green Party members may not be able to attend the Spring Gathering, yet it is necessary to represent the candidate preferences of all NCGP members in votes cast by delegates. To accurately assess these preferences, not less than two weeks before the date of the Spring Gathering a primary election will be held by means of a poll on the NCGP Actions listserv. This poll will be in the form of a simple ballot listing all candidates actively seeking the GP-US ballot line who are Green Party members, and including None Of The Above (NOTA) and No Candidate as choices. Members will also be mailed a paper ballot, as some may not be Internet connected, or may prefer to vote by mail.
The results of the poll will be represented in the voting of the North Carolina delegates on the first round of voting in Chicago, rounded up or down to the nearest whole person.
Delegate Voting
Delegates will be bound to their proportionally assigned candidate choice for the first round of voting. After that they may vote according to their conscience.
Approval and Notification
These rules will be approved by the membership at the Fall Gathering in November 2007, and will be posted to the NCGP Web site and published to the NCGP Actions listserv within two weeks following that meeting. They will also be sent to the GP-US Credentials Committee.
Within two weeks following the selection of delegates at the Spring Gathering, the names of delegates, alternates and proxies will be sent to the GP-US Credentials Committee.
