2000 elections.

Pennsylvania election law provides automatic ballot status only to those parties
in which the number of registered voters is greater than 15 percent of the
number of voters registered in all parties. Minor political parties (in which
at least one candidate on the ballot in at least ten counties in the most recent
general election earned at least 2 percent of the votes cast for the candidate
who received the greatest number of votes in the same election) have automatic
ballot status for special elections only.
As of November 2001, the Green Party had 3,266 registrants. These voters constituted
0.05 percent of the number of voters registered in any party, short of the
15 percent required and thus not sufficient for
ballot qualification for the 2002 general election.

2004 elections, with 30,023 valid signatures.
