Shape job creation around social needs and skills of the unemployed

The less fortunate need social networks; many also wish to pursue meaningful employment. Too many idealists with grand ideas of helping to save the world are left unemployed because jobs are tied to bureaucracies with limited imagination and budgets....meanwhile social dole/unemployment programs suck money to care for the unemployed. Why not re-purpose that funding to steer the unemployed toward helping save the world by shaping it into meaningful jobs that serve a genuine social purpose?
