Request for Proposal (RFP) For Fundraising Consultant
GPUS is requesting proposals for a Fundraising Consultant to lead Green Party Steering Committee members and staff in building their fundraising capacity and in developing a fundraising strategy for the organization.
Organization Overview & Background
GPUS is an independent political party created in 1984 by a group of anti-nuclear activists inspired by the rise of ecologically-based Green Parties in Europe. The party runs candidates at all levels of government – from local political offices to President/Vice President. The party is also an activist organization, pushing for policy change consistent with its “10 Key Values.” The Green Party is completely independent of corporate control, including a party-wide prohibition on accepting corporate donations.
The Green Party ran a highly visible Presidential campaign in 2016. The visibility and credibility of that campaign, bolstered by the popularity (and then demise) of progressive candidate Bernie Sanders, led to a dramatic increase in fundraising revenue in 2016. However, the party has been unable to retain many of those new donors, and fundraising revenue has tapered off significantly since that time.
The Green Party Steering Committee has identified the need to increase and diversify funding as an organizational priority. Accordingly, the Board of Directors is seeking a consultant (individual or organization) to build GPUS capacity and success in fundraising as well as in developing a comprehensive and customized fundraising plan.
Scope of Work
GPUS is seeking a Fundraising Consultant with a proven track record for creative excellence in developing fundraising plans and developing organizations’ fundraising capacity.
The consultant’s responsibilities will include both immediate task-oriented work along with big-picture thinking/planning:
1. Write/draft fundraising appeals that inspire our target audiences to be used in various channels, including direct mail, email, social media, phone, and major donor relationships.
Long-term (to be done concurrently with short-term)
2. Conducting an audit of GPUS’s fundraising capacity. Identify strengths and weaknesses of existing fundraising efforts and infrastructure to determine areas for improvement and development. Assess the opportunities and threats external to the organization as well as the agency readiness that will inform the fundraising plan to ensure its success.
3. Developing a strategic multi-year fund development plan and implementation strategy that is reflective and in alignment with the organizations mission/vision/values and capacity. Develop a comprehensive fundraising plan with strategies to increase GPUS’s
fundraising efforts from (a) individuals, (b) special events, and (c) major donors. We expect this to include:
- a calendar (when to send which type of appeals and to whom),
- advise on best practices with re-solicitation, donor tracking, lapsed donors, etc.
- specific efforts to leverage existing donors and cultivate new donors
- best practices around list acquisition,
- guidance on greater expansion into digital fundraising.
4. Developing and implementing a performance management plan.
5. Developing a framework for donor recognition and retention.
6. Providing ongoing consulting/ coaching during the implementation stage.
The budget for this RFP is $20,000.
The selection of the fundraising consultant is expected to proceed as indicated below:

GPUS will use a two-stage process for the final selection of a qualified consultant to perform stated work.
During Stage 1 all proposal packages submitted will be reviewed by a selection committee made up of members of the GPUS Steering Committee and the Fundraising Committee. GPUS anticipates short-listing up to three (3) consultants based on an evaluation of the written proposals submitted. Short-listed consultants may be asked to submit additional information prior to their interviews or adjust their RFPs upon being provided more detailed financial information and status of current fundraising projects within the party. The selection committee will rank the consultants after all interviews are completed.
During Stage 2, the GPUS Steering Committee will select a consultant based on the selection criteria. GPUS will then initiate contract negotiations. If contract negotiations are unsuccessful, GPUS will enter into a subsequent negotiation with the next highest short-listed consultant.
All proposals must include:
Proposals have a 10-page maximum. The font should be Arial, Times New Roman or Corbel, 12-point font size, and at least 1.15 spaced lines.
A cover letter to the attention of Jody Grage, GPUS Secretary.
A narrative that addresses how the Scope of Work, as outlined above, will be accomplished, including a timeline with benchmarks and the number of hours required to accomplish the plan.
Proposal must include a communication plan with benchmarks.
Proposals must speak to the qualifications of the consultant as outlined below in the Evaluation Criteria and include the resume of the principal resource development professional providing direct service for this project.
Proposals should clearly demonstrate that the consultant has familiarity/ knowledge of local, national and even international politics, particularly independent, left politics.
Proposals must clearly outline the responsibilities of both GPUS and the selected individual or firm.
Project budget as well as all costs payable by GPUS must be clearly defined. All billing expectations are also to be addressed and please note that billing will coincide with reaching set goals and/or milestones.
A minimum of three (3) references from clients where the bidder has successfully performed similar services.
Proposals must be submitted by midnight on Monday, April 30, 2018. Proposals not meeting the criteria outlined in the RFP will not be considered.

Those responding to this RFP must follow its procedures and requirements. Failure to comply with or complete any part of this RFP may result in rejection of the proposal.
Proposed Evaluation Criteria
All accepted proposals will be reviewed by the Selection Committee and will be evaluated and scored using the following criteria:
Qualifications and previous work of consultant (25 points)
Demonstrated ability of consultant to carry out fundraising plan of similar character and size (25 points)
Understanding of project goals, local issues, and community fundraising assets and opportunities. (20 points)
Cost effectiveness. (15 points)
Responsiveness to submission requirements (15 points)
Top-rated candidates will be invited to an interview with GPUS’s Selection Committee comprised members of the Steering and Fundraising Committees.
GPUS plans to select and award the contract to the best-qualified fundraising professional or organization by June 1, 2018. The selected consultant and GPUS will then mutually discuss and refine the scope of work for the project and shall negotiate final conditions, compensation, and performance schedule for the subsequent contract to be executed.
