NOTE: All times are Eastern and are approximate. There are several sections during the agenda where we may need extra time. Delegates are asked to “check in” on Loomio between 11-11:59pm.
Q: Is it too late to become a Delegate?
A: Yes. The deadline for States and Caucuses to apply to the Credentials Committee has passed. You can still register https://www.gp.org/2024_anm for the ANM/PNC and participate as an observer during the PNC as well as attend workshops, social mixers and evening events throughout our schedule https://www.gp.org/schedule
Q: How do I / Can I propose a platform amendment?
A: It is currently past the deadline to propose a platform amendment for our 2024 cycle. Platform amendments are voted on during even numbered years. https://gpus.org/bylaws/#09 Proposals must be sponsored by an accredited state or caucus.
Q: How do I request to speak to a platform provision?
A: The requirements are outlined in our Rules of Convention, Section 5-8.2(b)::
“...No delegate may address the Convention for longer than two minutes on any provision of the draft Platform. To address the convention, a delegate is required to register, with their name, delegation, draft Platform provision to be addressed, and their position on such provision with the Convention facilitation team not later than by noon ET, two days prior to the Presidential Nominating Convention.”
Please note that only credentialed delegates may speak. The deadline is noon ET on Thursday, August 15th. Please email [email protected] AND [email protected] with “Request to Speak” in the subject header and include your name, delegation, draft Platform provision to be addressed, and your position on such provision.
Q: How do I make a Motion to Strike a platform provision?
A: The requirements are outlined in our Rules of Convention, Section 5-8.2(b):
“.....A delegate may make a motion to strike a provision from the platform if they have also presented signatures of at least 10 percent of convention delegates in support of that motion at the time they register to speak by noon ET, two days prior to the Presidential Nominating Convention.”
We have created a pinned Thread of Loomio with more information, which includes a sample petition and a list of Credentialed Delegates supplied by the Credentials Committee.
Please note that only credentialed delegates may make a Motion to Strike – and they need to include their request to speak to their motion (if that is something they despite).
The deadline is noon ET on Thursday, August 15th. Please email [email protected] AND [email protected] with “Motion to Strike” in the subject header. You must attach your petition with electronic signatures of credentialed delegates. Please include your name, delegation, draft Platform provision to be addressed, and your position on such provision in the body of the email to meet the requirements to register to speak.
Q: How do I access Loomio?
A: Anyone registered for the ANM/PNC can participate in discussions on Loomio, or participate in our Mock Election.
If you are registered and have not received (or cannot find) your invitation, please send an email to [email protected] with “Need an Invite” in the subject header.
Please include your full name and delegation (state/caucus) and whether you are a Credentialed Delegate, Credentialed Alternate or observer.
Only Credentialed Delegates will be able to vote during the PNC on Saturday.
Q: What is the Role of a Credentialed Delegate?
A: Credentialed Delegates from dozens of states and several caucuses will join the PNC Zoom Webinar on Saturday (Aug 17) by noon ET after “checking in” on Loomio between 11am-11:59am ET. Delegates will receive an email invitation from [email protected] on Saturday morning.
Delegates should remain available for multiple votes throughout the day, beginning with a vote on the report from the Credentials Committee and moving quickly after that to our Platform Discussion and Vote. Only Credentialed Delegates can vote, and only Credentialed Delegates may sign petitions for a Motion to Strike (or any others we will cover in Monday’s email). To review:
- Delegate need to Check in on Saturday morning on Loomio
- Delegates will vote on the Credentials Committee Report
- Delegates will vote on any Motion(s) to Strike a platform provision
- Delegates will vote on the Platform amendments (note: as entire package, not one by one)
- Delegates will vote on the Vice Presidential Nominee
- Delegates will vote on challenges or appeals (if any)
- …and remember: if no presidential candidate receives majority support after the Roll Call by Delegation Reporters, then we break for delegations to caucus, followed by a second round vote which would take place on Loomio.
Q: What is the Role of a Credentialed Alternate?
A: Credentialed Alternates are welcome to participate in Loomio discussions and Mock Elections, but will not be able to vote during the PNC. We strongly encourage Credentialed Alternates to participate in Mock Elections so that they are comfortable with using Loomio in case they are asked to take the place of Credentialed Delegate (deadline for that change in status is noon ET on Thursday, August 15th as per Section 3-1.2 of the Rules of Convention, below).
CREDENTIALED ALTERNATE / DELEGATE STATUS CHANGES:
Section 3-1.2: “A credentialed alternate may replace a credentialed delegate on a person-for-person basis as long as their state party or caucus reports to the Credentials Committee at [email protected] who the alternate is and for whom they will be substituting by noon ET two days before….” (Thursday, August 15)

As per Section 5-4.2 of the Rules of Convention, each State or Caucus Delegation needs to choose a Delegation Reporter (and an Alternate Delegation Reporter). Delegation Reporters are required to attend (one) training, as per Section 5-4.2(a) Attending such preliminary meetings organized for State Delegation Reporters as may be called within ten days preceding the convening of the Convention .
- Delegation Reporters and their Alternates should have added their names to the contact spreadsheet (email [email protected] if you need access).
- Delegation Reporters will give a one-minute (max) report during the Roll Call portion of the schedule, on behalf of their delegation (state/caucus).
- We also ask Delegation Reporters to help make sure their delegation is all present and participating throughout the day, and to help ensure their delegation has a way to talk amongst themselves if needed.

A: We will post the links to our live streams on Facebook, YouTube and Twitch and gp.org by Friday, August 16th.
